The writer compares the official Navy Board estimates for the cost of moorings at the various ports with those of the officers of the various yards and finds that the official figures are over £5000 light. He observes that the figures for Portsmouth and Plymouth are much higher due to the frequency that the Channel Fleet is in harbour. This document, which would be the original, has been studied by someone presumably at the Navy Board, and that person has added various comments on the final “Docket” page
