Richard Graves (1715-1804) was Rector of Claverton, Bath, and is best known today for his satirical novel The Spiritual Quixote (1772). He also composed a substantial number of shorter verse satires featuring humorous depictions of the social follies and vices of his times, of which this is one of the most notable examples.
