A Satire. Charles James Fox was expelled from the Privy Council in May 1798 for making a Toast at the Whig Club to the Sovereignty of the People. This was repeating the same toast which had been made by the Duke of Norfolk at Fox’s Birthday dinner and for which he had been dismissed his Lord Lieutenancy.
